Probably the same Rousseau - an engineer specialized in the construction of mathematical instruments - who built pocket watches and meridian or noon "cannons." The oldest known of these devices built by him is dated 1780; the most famous is the one installed in 1786 in the Palais Royal gardens in Paris.
